Windows Desktop Icons With Transparent Backgrounds?

I want to learn how to make Windows desktop icons from scratch. I have already made a couple working icons that windows recongizes but I do not know how to make the backgrounds transparent. Is there a free tool that I can use or a process that I can do in Photoshop.

I know that the file needs to be .bmp before I rename it to .ico but once I save a .png file as a .bmp image it disables the transparency. Any help would be greatly appriciated, thanks.
