Why wont .css link to .html?

I cannot get my website to look like nick's. the .css isnt linking up with the .html I keep trying different things off the forum, but nil so far.

Change the order to 

<link rel="stylesheet" type="text/css" href="new.css">

and see if the result is the same

still not linking them together. my buddy said he had had a similar problem and found the solution online, but i am unable to.
