Why use EM when we can use REM and achieve the same effect without the compounding effect?

Is there any point in using EM when I can use REM and achieve the same effect, unless I actually want a compounding effect with EM?

You nearly answered your own question there. Use "rem" when you don't want the setting to adapt to changes made to parent elements, and "em" for when you do.
