Why is Zac's index file not loading the static info currently pasted in the header?

On my website when I load it shows the static elements on my page so Portfolio, blog, about and contact while on Zac's it doesnt when it clearly shows that the html is there in the file and not commented out. Even though we'll be turning this into dynamic content Im just confused as to why that is not loading on his.

I didnt enqueue the style files in the correct order. Nevermind.
