Why is the ViewController and the storyboard not connecting when I drag the blue line to the ViewController file?

When I drag the blue line from the storyboard to the view controller file, there is no second modal that pops up and tells me to name the button. Does anyone know if this still works in Xcode 9?

Are you dragging to correct the ViewController? What you have explained sounds like Assistant Editor is set to manual.
