In the drive method you have to check if there enough battery before subtract the mBarsCount

public void drive(int laps) {
    // Other driving code omitted for clarity purposes
    if(mBarsCount > 0){
      mBarsCount -= laps;
    } else {
      throw new IllegalArgumentException("Not enough battery remains");
    }
  }
