Why does int parsing via constructor not work?

I mean this java.lang.Integer#Integer(java.lang.String) I guess that authors wants me to use java.lang.Integer#parseInt(java.lang.String) however I do not understand why usage of correct (from jdk point of view) methods fails with errors?
