Why do we need to raise an error? can we not just catch it as an exception?

Just a little confused as to why we need to raise an error.

I dont think i fully understand the difference between raising an error and an exception.

You didn't post a link to the original page, but I'd bet that "error" and "exception" are being used to describe the same thing. And "raise" and "catch" work together, the first creates an event and the second responds to it.

Depending on where you are in the lesson, it's possible you're only working with part of the combination (perhaps just the "raise").
