That's "field initialization". The values passed as arguments to the constructor are being copied into the field variables of the new object.

The "width" and "height" (lower case) are parameters of the constructor. They represent values that will be provided when an object of this type will be created. But "Width" and "Height" (capital letters) are the names of fields (or perhaps properties) of the object — check the class definition to find them.

By copying the arguments (which are temporary) into the fields, they become permanent parts of the the object.
