where am i going wrong?

You need to continually prompt the user in the loop so you can keep on acquiring new input:

String response = console.readLine("Do you understand do while loops?");
do{
  response = console.readLine("Do you understand do while loops?");
  // The condition in the while takes care of the termination logic
  // no if statement is required for this.
} while(response.equalsIgnoreCase("No"));
