A bit confused on this. So do you have to have a pre-existing scss file that you then put into the command line. Then it generates a Sass file?

9,751 PointsThat's correct Justin. First you create a SCSS file and write your SCSS syntax in that file. You then can follow instructions on the Sass website to download and install the ruby/sass tool to gain the ability to compile this new file into CSS from the command line.
You can use windows command prompt, or download git bash on a Windows machine. Once in the command prompt you can "change directories" until you're inside the directory that contains your SCSS file. That's when you run the command outlined in the video. This will take your SCSS file and compile it into a CSS file that your browser can read.

7,739 PointsThere are plenty of ways to include sass/scss in your projects. I'm going to assume you're not using node so I'd suggest you go ahead and take a look at the sass website.
