I have been looking to apply to jobs and everything I've read says that you should have a website portfolio. I have that already. However when I go to apply for the jobs they are asking for a resume. I'm not sure what to put in the resume considering I have not had a job in web development yet. Than I'm not sure what.to put on the resume so they can easily go see my portfolio site. I know I'm making this harder than it needs to be some guidence would be greatly appreciated.

You said you have a personal website/portfolio? That's awesome! I would then recommend you to create a resume as they ask for it - you can do this even if you still haven't had a relevant job. Try to explain why they should hire you, I know this might feel weird before you have actually worked as a developer. Examples might be that you love to learn more, and that you're always working hard to improve yourself (If that's true)? And provide them with a link to your portfolio website in the resume too, if you provide them a link both with the application and the resume you increase the chance they will see your website which will help you land that job.
Let your resume tell them what kind of person you are and why you would be a great addition to the team. If you can give the company a good expression both when they see your resume and your website your chances are good.
Lastly, don't get disheartened if a company turn you down, ask for feedback and make sure that you learned something. You can do this Hannah!
