The task asked to set the background size to 20px square.
So your css for the background size needs to be:
background-size: 20px 20px;

"The first value gives the width of the corresponding image, the second value its height. If only one value is given the second is assumed to be ‘auto’."
I totally didn't know it did that before just looking it up.
