I keep getting CS1525 error saying that '<' is unexpected. I don't know what is wrong with that.
int value = int.Parse(Console.ReadLine());
if( !value > 0 && < 20)
{
throw new System.Exeption();
}
Console.WriteLine(string.Format("You entered {0}",value));

I'm unfamiliar with C#, but playing around with the code you provided, this seems to work:
int value = int.Parse(Console.ReadLine());
if( value < 0 || value > 20)
{
throw new System.Exception();
}
Console.WriteLine(string.Format("You entered {0}",value));
