Probably it means that inside the head element you should put the meta element with the charset attribute with value=utf-8. This specifies the character set of your site.

I found out after many tries by myself. I knew exactly what is it is but carelessly added one space between the = and the ". I wish the author would show the answers after 3 or 5 attempts to minimize the long process of learning. It's a waste of time to get stuck on one problem and you can't move on. Anyway, you're correct in your diagnose! Thanks.
