C# C# Objects Inheritance Throwing Exceptions

What am I missing?

I have looked at another forum post but can't figure it out.

Program.cs
int value = int.Parse(Console.ReadLine());

Console.WriteLine(string.Format("You entered {0}",value));

try
{
  if (value < 0 || value > 20)
  {

  }
}

catch (System.Exception)
{
  Console.WriteLine("Value outside range");
}

They wanted it a different way:

int value = int.Parse(Console.ReadLine());

if (value < 0 || value > 20) { throw new System.Exception(); }

Console.WriteLine(string.Format("You entered {0}",value));
