R1: First off the syntax of a enhance for loop is:
for(item : array){
// add body
}
Right now you are trying to take letter from a method on a method. I suggest using the String tiles that you are given and applying the methods to the String.
R2: You are missing the conditional statement of comparing the letter to the element in the String array.
R3: You're supposed to return the counter number not the method itself.
