As a front end web developer am i responsible for the design too like do i have to design the webpage which element goes where and stuff like that or should a designer give me the design and i implement it

14,350 PointsWell, there are many ways for front-end developers to "cheat" their way to great design.
First and foremost, looking at themes and design-templates. Wordpress, Bootstrap, Behance, Dribble, Templatemonster, are just a few of the many sites where you can find great themes. Choose one you like and start structuring your html and css to resemble it.
You can get Icons via the Font-Awesome library, or via services like Freepik or Pixabay.
Adobe color palette is useful for creating complementary colors, color.adobe.com
Google fonts is pretty great, there are actually some sweet fonts there.
So all in all, with these things combined, getting up and running with great design shouldn't be a problem, even if you're not a designer. Creating something original might be harder though, but for educational purposes, the listed options should suffice.

Both share some tasks like writing html, css and some javascript.
You can do both, but neither are responsible for each others fields of expertise. It all depends on what you want to do, what kind of job you want to land.
As a freelance web-developer, it can be a good idea to get a good grasp of graphic design. If you are working at a web-development company though, it most likely employs designers that focus on the visual, and developers who focus on code.
