In the instructions it says 'please do not create any new folders.' what does this mean?

Hi. It means that you cannot create any new folder within your project folder. The only folder in your project folder should be 'images'. Also, you should not work in separate css files and should stick to just one, but you may have multiple html files. Hope this helps.
