Type Migration Disable

Every time I try to refactor, I will go on the menu but the Type Migration is disabled and when I choose "Refactor This", type migration is a no-show for me. What can I do?

Just found it, you have to put the mouse over the class you want to use Type migration, and then go to refactor.
