Transition affects base styles!

When I add transition or 1000ms on .button I can see that the the page loads with browser base styles, like blue link color and smaller font-weight. Then it transforms in to base.css styles. Its even more visable if i make the duration longer.

If I add transition to .button:hover the page loads base.css directly.

Where is the best place to add the transition?? .button or .button:hover?
