The constraints are being placed when the textview is moved in the scene view even if they have removed? Help

When messing with then textview, and button the items are constraint to the margin in the screen in the code. Even if they are removed using the button on the side of the item, or they are removed in the code, they are quickly placed back when the item is moved again. As well as they are not placed in the desired location as they are placed randomly in the view with new constraints. I've already tried the magnet as well as the button on the side of the item.
