So I know the basics to HTML and CSS, and I was wondering if anyone knew of any good websites that provide templates to work from. For example, a login form with different designs to work from, or buttons..ect.

There tons of sites that give web design freebies to play with, i've listed my favorite ones:
- tympanus.net/codrops/ - the blueprint area is awesome.
- pixelbuddha.net

If I understand your question correctly you can also look into Bootstrap or Foundation by Zurb. These allow you to quickly prototype a website and add in pre-set buttons, forms, panels, grids and lots of different framework. You can then break into the html and css to customise.... There are courses on both from Treehouse and I would recommend you looking at them...
