In Python, indentation is important as it is used to delineate code blocks. The Python Documentation shows the correct format for an if-else statement.
time = 15
store_open = None
store_hours = [9, 10, 11, 12, 13, 14, 15, 16, 17, 18]
if time in store_hours:
store_open = True
else:
store_open = False

In my experience, when you use the if statement in that way, it works a bit different:
<return_value> if <condition> else <return_value_if_condition_is_not_met>
So if you want to use it for this challenge, you can do:
time = 15
store_open = None
store_hours = [9, 10, 11, 12, 13, 14, 15, 16, 17, 18]
store_open = True if time in store_hours else False
