This is a duplicate of this question

The task is to change the the charge() method incrementally charge until it is fully charged. So we want to loop while the charge is not fully charged. This can be written in pseudo code as

function charge() {
    while not fully charged {
        increment the charge
   }
}

In java, this would be:

  public void charge() {
    while (! isFullyCharged()) {
      mBarsCount++;
    }
  }
