I do not have a refresh button and control "R" does nothing. I don't have the tabs on my page that you have in the video

CTRL + R (for Windows)
CMD + R (for Mac)

Also, which browser are you using? They all have their own variant of a "refresh" button. If you're not seeing it, it's possible that some of your menus are unchecked in your view options for the browser.
