Hello, thanks for reaching out to me for an answer. Im certainly no expert but...

Yes they need to be on the same local network (wifi) to communicate. If you want to connect say to another computer in your house. You can do so using their IPs.

If you want to connect to your neighbors computer from your house you can only reach his/hers router.

I think that some application software like TeamViewer allow you to connect to other devices by using their IP address.

You cannot connect to other pcs or laptops directly through their IPs as their IP addresses as translated upwards using NAT (network address translation) to the routers and main routers on the path to access them.
