With it being an id, it needs a hash tag first:

#wrapper {
    max-width: 940px;
    margin: 0 auto;
}

It's just asking you to define an ID with the name 'wrapper'. It looks like this:

#wrapper {
    max-width: 940px;
    margin: 0 auto;
}
