I have typed in every bit of code the exact same as the instructor in this video. For some reason my responsive.css is not responsive at all.

In order to help you more accurately try to include the code you wrote. Just wrap your code with 3 backticks (```) on the line before and after. If you specify the language after the first set of backticks, that'll help us with syntax highlighting.
Now, most of the problems with CSS files not loading have to do with the link to that particular file being broken. Make sure you are linking the stylesheet on your HTML file. It would look something like this:

<link rel="stylesheet" href="css/your_file_goes_here.css">
</head>
Also make sure the the CSS file is actually where your link it's pointing to, in this case inside the CSS folder.
