responsive design - I am a beginner creating a website, Do you recommend starting with a mobile sized website first?

I want to add additional images, etc into the main desktop website. however this wouldnt be good in mobile versions. So what method should i use to make this easy. would it be better to create the desktop version first, and then re-adapting the layout after?

You should always take mobile-first approach when making a website and slowly adjust it down to desktop-sized version. You can achieve this through a method called media queries. Click here to read more about media queries.
