Pug file cannot load css file from other root directory

Here is the structure of my project: views index.pug css global.css

I tried to include this global.css into my index.pug like this: link(rel='stylesheet', href='../css/global.css')

However, it doesn't work. The css file is not loaded at all. Can anyone help me?
