You don't need to return anything, so the return type should be void and there should be no return statement. Further, you shouldn't change the name of the method. The rest is fine:

  public void charge() {
    while (!isFullyCharged()) {
      mBarsCount++;
    }
  }

You should try and follow what the loop isFullyCharged would do. You are never returning a boolean but you are probably getting a stack overflow. It sounds like you should be checking if the battery is fully charged, not trying to charge it. Look at the isBatteryEmpty() method for a clue!

It seems you are recursively calling the isFullyCharged function within isFullyCharged leading to an infinite loop that will lead to a stack overflow.
