I'm trying to settle an argument with my designer, he thinks our site looks good and I think it could be a lot better.

9,234 PointsThe first one hurts my brain. There are a lot of animated banners; will the second one have that many banners eventually? If so, it's not really a fair comparison as-is.
Design-wise, I prefer the second site. But the best way to find out for sure is an A/B test. What do your customers like? What converts better?

Courses Plus Student 9,524 PointsI also prefer the second one. The first ones navigation is too much like the default bootstrap navbar in my opinion. Nice work mate!

13,998 PointsThe second one is much more pleasing on the eye and easier to read although much simpler in design. Choosing between the two the second one is better because it feels cleaner. (but seems a little slow to load)
