The answer that the quiz is looking for is false, but how can it be? There are plugins that add galleries, rating systems, sliders, and so on. Don't they change the look and feel of a WP site?

Not really, no.
Themes will change the look and feel of a WordPress site. The "look and feel" refers to the colors, fonts, styles... even things like location and shape of the navigation. These aren't altered by Plugins.
Plugins, on the other hand, offer further functionality to the WordPress site, but they still maintain and use the current theme.

7,110 PointsI suppose it's semantics, but no biggie ... just saying that even though plugins are not part of the design, they can affect the "look and feel" of the website, even its design. I get the point tho.

9,916 PointsStefan, not really. Plugins should NOT change your design or style. They may add a widget on the page, or something users can interact with that wasn't in your original layout, but this is not changing the "look and feel". For instance, if you install an email app on your iPhone or Android device does it change the "look and feel"? No, it simply adds an icon on your phone that you can interact with.
