You typed your variable wrong inside your method- "MAX_BAR" it needs to have an 'S' at the end. You also have a semicolon after if AND else instead of after the true and false keywords.

This is the correct format:

public boolean isFullyCharged(){
   if (barCount==MAX_BARS)
      return true;
   else
      return false;
}
