Hi guys< hopefully some of you can help me out with this.
Need to achieve and effect as similar as possible as the image on the link below
I have been applying filters like the pixelate effect, poitillize or others to try to achieve some similar effects as the one showing in the image on the link below.. and not results. :(
That may look kind of okay in a big sized image. but in my case I need the effect to remain good in an small size like 200x200px
So I apply the affect but when scaling down the picture to 200 x 200 the effect is not Noticeable and it looks like a regular grayscale image

This may help as well creating hedcut effect
If you want to scour Google some more, this style is called a Hedcut, made famous by the Wall Street Journal
