I'm new to the world of coding and my goal is to become proficient in front-end development and be comfortable with design at the least. Is Photoshop a tool I will need?

With that said, you don't HAVE to use Photoshop. It's all preference. I would try downloading it to see if you like it.
Also check out this article. It really hits home that you can use other tools. The Happy Cog team always has good articles.

12,216 PointsEven if prototyping in the browser 100% of the time, if you're doing front-end development there is no way you're going to get around editing images that are going to be used on the site as well as any other graphics that are not easily created in code. Like stone said, maybe not photoshop specifically but some image editing program is required.
