Not sure I understand the question

Hello I am hoping, if anyone can help me with this challenge. I am unsure if I there is something wrong with my syntax/code, or if I am misunderstanding the question.

GoKart.java
class GoKart {
  public static final int MAX_BARS = 8;
  private String color;
  private int barCount;

  public GoKart(String color) {
    this.color = color;
  }

  public String getColor() {
    return color;
  }
}

private int charge() {
    barCount = MAX_BARS;
}

Define charge in the GoKart class, not in the outer scope (this will cause an error!)

(Excuse me if I'm wrong, I'm not the most familiar person with Java)
