I have followed all the codes required and triple-checked but still not getting the output as the one presented.
My output - background does not change to navy or darkgreen which is supposed to be the output per example.

sorry to bug but I have now seen the root cause, I have placed my css file under img folder instead of css folder.
My bad, thank you very much for taking the time to help and check my question.
