Not able to install the updated Ruby version and the Rails gem:

When I check my Ruby version, I see the below version:

ruby 2.0.0p648 (2015-12-16 revision 53162) [universal.x86_64-darwin15]

Is this the right version of ruby?

Also I can't install Rails:

gem install rails --version 5.0.0 ERROR: Could not find a valid gem 'rails' (= 5.0.0), here is why: Unable to download data from https://rubygems.org/ - SSL_connect returned=1 errno=0 state=SSLv2/v3 read server hello A: tlsv1 alert protocol version (https://rubygems.org/specs.4.8.gz)

Would appreciate help to install the updated version of Ruby and the Rails gem.
