normalize.css file does not seem to be linking to index.html

How can I correct the fact that the normalize.css file is not linking to my index.html document? I followed all steps. No syntax errors. The css file opens regularly, but I don't see the minor changes it gives on the video. Like the bullets being gone or the minor space change.

The bullet points will vanish later on, if you are talking about Nick Pettit's "make a website" course. This normalize.css file is almost 3 years old and some changes took place during this period, but in my case, later on it worked. Some people had this same issue.
