28,736 PointsEven if you are not very accurate in your question, I'll try to answer you.
First off if you are talking about the mobile first approach when building responsive websites, I would say that's nowadays's standard, no doubt about that. You'll rarely see people building websites first for desktop and then adapt it for mobiles. If so I guess we could call it a bad workflow. It's however something you could consider doing when you have to adapt an old website.
Finally responsive webdesign, is the norm nowadays, as a proof lately Google has announced, it will begin taking what it determines as mobile-friendliness into account as a mobile search ranking factor.
The only case where I don't see a mobile first approach, responsive website would be required is, for example if you are about to build pages for the intranet of a company accessing these pages only from desktops.
