5,950 PointsIt really depends on the business idea. Some are positioned well to take a mobile first approach, such as tinder. Others, not so much, i.e. treehouse. While treehouse is definitely mobile friendly, it is generally easier to program whilst at a desktop / laptop. Another point to consider is that mobile has recently surpassed desktop use. While there is definitely a shift towards mobile, and it being the future, it still remains true that it is dependent on your business / business model.
Summary - it really depends on each business, all being equal, shoot for mobile, t's the future.

3,766 PointsWebsite App. and Mobile web App are becoming gradually mutually portable. a CSS template, if done well, can make both Desktop and Mobile web apps seamless.
The convergence between those two platforms is imminent. So don't worry about this point. Rather concentrate your efforts on the content and your business model.
