I'm working on a PC. It references opening the MAMP control panel. Isn't MAMP specific to Mac only? When I download WordPress and extract the files, I only see a "WordPress" folder with the basic WordPress files in it. I don't see a Mamp or Wamp folder or anything like that. How do I set up my local database?

18,938 PointsMAMP is a Mac program that lets you turn your computer into it's own server. That way you can host everything you need to run WordPress locally on your machine and not have to FTP files to a live server while you experiment.
WAMP is the Windows version. If you google it, you should find the download. One of the WordPress courses on beginning WordPress will walk you through the WAMP set up, and you can just skip the MAMP video.
