Ok so what i understand so far is that the style tags 1.) have to be within the body tags? 2.) how do write a color tag again?

The style tags do not sit within the body tags. They nest inside head tag. An example of how to do this is below: Source: http://www.w3schools.com/TAGS/tag_style.asp
<head> <style> h1 {color:red;} p {color:blue;} </style> </head>
<body> <h1>A heading</h1> <p>A paragraph.</p> </body>
