I keep getting an error telling me to throw the exception before changing the mBarsCount field. Im sure Im doing that. What have I done wrong?

You have one minor syntax issue with your code. Why are you using an assignment operator on mBarsCount
when you are initializing your enoughCharge
variable? That is what is giving you the error message.

. So instead of int enoughCharge = mBarsCount -= laps; mBarsCount = enoughCharge;
, try
if(laps > mBarsCount) {
throw new IllegalArgumentException("Not enough battery remains");
}
mBarsCount -= laps;
