Make directory/Port access

Windows PC. I'm having some trouble building the treebook application. In the video it is mentioned that the "Projects" directory has already been created. Do I need to make the directory as well? I'm getting "access denied" messages when I try. I'm also not able to access the port in my browser using 127.0.0.1:3000. :/
