Live Chat in my Website?

I am new to web development and planning to design a website that includes tutoring platform. The platform includes whiteboard and live video chat. Could someone direct me to where I can learn more about designing this platform? Which programming language will do it?

Because of the 'live' aspect, I think something based on Node.js would be the best. In particular, using something like Socket.IO for the real-time stuff.
