5,673 PointsTo make a Custom Post Type "appear" in the WP Backend with it's own menu link etc. you have to register that custom post type.
There are several possibilities to register a cpt (custom post type. in this case Portfolio). Just to name 3: via self-written Plugin via your theme's functions.php via mu-plugin
Each option has it's Pros and Cons. I'd always go for a self-written Plugin over the option via theme functions.php. Simply because, when changing the theme, you will loose the possibility to access your custom posts.
There is a lot of info on CPTs in the WordPress Codex.
But I am sure, you will be taught how to register custom post types within the video course you are following there right now. Probably that is why the cpt is not there yet after uploading the basic course files.

I did this course a while ago and I wanted to fresh up some things and when I installed the final course file there was no Portfolio in backend... and generally the portfolio was not working ... Also in Frontend. ...
So i remember that in this course is using the plunging "custom fields "... if I remember well...
So as you said is better to make a code for the portfolio ...
Thank you. .. !
