I don't know the actual question but what I think they're asking is for 3 list item elements that are blank. Whitespace and line breaks within the code for the most part don't matter so they wouldn't really ask you for such a thing as 3 blank spaces because 3 or 3,000 blank spaces doesn't matter since it won't render.
Anyway, if you'll check again you'll probably notice that they're asking you for 3 list item elements but leave them blank. As in, don't put any content in between the tags.
In the future I'd recommend pasting the exact wording of the question you're having trouble with in order to better help us to help you...

16,594 PointsI just did that quiz. I'm new so probably unqualified to answer but... I don't think it actually asks for 3 blank spaces. spaces. there's just something that is not supposed to be added yet.
